And the physical capabilities of small cats far outmatch small dogs of an equal weight.

So what is the jaw strength of a tiny 3.5kg terrier??? i cant see it being much greater then a feline of the same size and i doubt its teeth are any better.

3.5 kg is toy breed size, hardly a functional terrier, a cat would have little difficulty subduing a toy rat or Yorkshire terrier, but I've seen terriers in the 4-5 kg range that would just deck a cat of similar size.
